Manages the collection of fishery data regulated by fishery management and quality assurance plans.
Oversees the data processing and quality of the collection of fishery-dependent information.
Reviews program to identify opportunities for operational improvements to simplify processes and clarification of instructions for constituents.
Represents the branch during development, review and implementation of fishery management programs.
Provides leadership and policy guidance to staff to enable them to carry out work through the use of project teams.
Ensures effective communication and collaboration with program components.
Develops mechanisms to communicate program information.
Convenes or participates on task forces, working groups or other special project teams.
Solicits input from those who work closely with the organization, especially those related to ongoing issues and improvements that may be made.
Provides the full range of supervision for a subordinate team.
Evaluates work performance and provides technical oversight and instruction.
Resolves complaints and effects disciplinary measures.
Recommends appointments, promotions, or reassignments and identifies developmental and training needs.
Requirements Conditions of Employment This position will be filled under the DOC Alternative Personnel System (CAPS).
This system replaced the Federal GS pay plan and structure.
Under CAPS, positions are classified by career, pay plan, and pay band.
The ZA-4 is equivalent to the GS-13/14.

Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.
Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.

Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service.
Specialized experience MUST include all of the following:
Participating in planning and overseeing the collection of fishery data, data entry and data management; Assisting in conducting quality assurance of data; and Participating in maintaining databases to include ensuring easy access and query of data.
Education There is no education requirement/substitution for this position.
Additional information CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.
