Supervisory Program Manager, ZA-0340-5 (MAP)

This position is located in the National Marine Fisheries Services (NMFS), Greater Atlantic Regional Fisheries Office (GARFO), Operations and Budget Division (OBD) with one vacancy in Gloucester, MA.
This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-5 is equivalent to the GS-15.
The full performance level of this position is ZA-5.
A one year supervisory period may be required.
Payment of relocation expenses is not authorized.
This position is not in the bargaining unit.
Payment of a recruitment incentive may be authorized. (Recruitment incentive requires a service agreement for 12 months of employment with the agency.)

Responsibilities
As a Supervisory Program Manager, you will perform the following duties:
Manage the unit's administrative and financial operations; serve as the principal administrative and financial advisor to the management officials of unit; integrate multifaceted functions, such as Budget, Personnel, Procurement, Space, Property Management, Communication, Stakeholder Engagement, etc.; participate in shaping administrative policies and practices of the organization.
Participate in shaping and communicating administrative policies and practices of the organization.
Establish short & long range goals & objectives; track progress and accomplishments; outline program plans to meet strategic milestones; develop budget and manpower requirements.
Provide general direction and leadership to subordinate staff in unit.
Travel Required
Occasional travel - Up to 10% of domestic travel may be required.

Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZA-5 or GS-15 level:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:
Specialized experience is experience providing leadership and direction to a major program or office. Such experience must have included responsibility for budget oversight; resource allocation, policy guidance and program communication.
Education
Substitution of education for specialized experience is not applicable to this vacancy.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
